This is a separate citizenship requirement. This calculator estimates residence time only and does not assess civic knowledge.
The Act changes take effect on 1 January 2027, with a transition through 28 February. The civic-knowledge requirement applies to citizenship applications submitted from 1 March 2027 by applicants aged 18–64. If you use the test to meet it, pass the test before submitting your application.
Alternatives include a matriculation examination completed in Finland in Finnish or Swedish, or a Finnish- or Swedish-language higher education degree completed in Finland. Statutory exemptions may apply, for example for long-term health or disability reasons; Migri assesses them.
A YKI certificate demonstrates language skills; it does not replace the civic-knowledge requirement.
This new requirement does not apply to citizenship declarations.
A computer-based multiple-choice test in Finnish or Swedish, taken at a test venue. The result does not expire. The test will have a fee, but the amount has not yet been published.
The University of Helsinki will prepare the learning material and questions. Migri plans to publish the self-study material at the turn of 2026/2027. Topics include Finnish society and legislation, rights, equality, history and culture.
Migri plans 6–10 test sessions per year on national test days. In 2027, venues will be in the Helsinki capital region, Tampere, Turku, Oulu, Kuopio, Vaasa and Rovaniemi. Test dates and registration times are to be published by the turn of 2026/2027. No booking dates are announced in this update.
Special arrangements may be requested in advance for illness, disability or reading and writing difficulties. People unable to read or write may take an oral test. Check the official instructions when published.
It estimates selected residence-time rules only. It does not decide identity, income, integrity, permit grounds, special routes or Migri’s case-specific assessment.
The day you leave and return count as residence days. For citizenship, the tool applies the published 365-day total and 90-day last-year limits; overlapping trips are counted once.
Permit dates and trips stay in your browser and are not sent to analytics. A draft is saved locally only when you choose “Save on this device”; “Clear all data” removes it. Cloudflare Web Analytics sends page-view and performance information for aggregate visit, device and referrer statistics, without analytics cookies. Hosting providers process ordinary website requests. GitHub feedback is public: use invented dates and omit personal details.
